Ranking of bids
In the course of bidding, a price-based rank (position) shall be assigned to a quotation.
Assignment of the 1st rank (position) to a bid does not imply the bidder's winning, but enhances the bid's preferability for the Buyer when selecting the winner, all other factors being equal.

Auto-extension
If within the last 15 minutes of bid submission period a new bid is submitted, then bid submission deadline will automatically be extended by 15 minutes from the time the last bid is submitted.
In calls for bids with bids ranking, bid submission deadline will automatically be extended in the same manner if the rank of a bidder changes.

Payment terms:The price is fixed and is not subject to change during the term of the contract/specification. Payment upon completion of the work and supporting documents (Original contract and specifications, properly executed original invoices, invoices, ATS) within 30 days.
Delivery terms:Due date May 2024 - August 2024
1. Availability of specialized freight transport equipped in accordance with the legislation of the Russian Federation;
2. Availability of serviceable special equipment and a sufficient number of crew;
3. Availability of qualified personnel with the necessary professional education and permission to manage t/s of the appropriate category;
4. Availability of all necessary permits and documents to permit the work of special equipment in accordance with the requirements of the legislation of the Russian Federation.
Work on weekends and holidays is carried out at the rate specified in the contract and is not subject to increase;
The contractor provides the equipment in accordance with the bid for any specified time, but not less than 4 hours. If the equipment is used for less than 4 hours, a minimum shift of 4 hours will be signed at a previously determined tariff.
If the equipment is used for more than 4 hours, but less than 10 hours, payment is made in proportion to the hourly rate multiplied by the actual amount of time worked.
Payment of time for the delivery and departure of construction equipment, taking into account the access regime of EuroChem - Belorechenskiye Mineral Fertilizers LLC, will be paid no more than 1 hour per shift, in accordance with the tariff approved in the contract.

Comments:
The schedule indicates the planned-maximum demand for the date in the amount of the 1st shift, with a maximum duration of up to 10 hours. The minimum time to order equipment is at least 4 hours (at the minimum tariff). If the equipment is used for more than 4 hours, but less than 10 hours, payment is made in proportion to the hourly rate multiplied by the actual amount of time worked. By prior bid (7 days in advance), it is possible to use the equipment in the night shift.
This request for proposals is not a competitive bidding process or a public tender within the meaning of Articles 447-449, 1057-1061 of the Civil Code of the Russian Federation. All actions prior to the signing of the contract with the winner of the competition are considered pre-contractual work and do not impose obligations on the organizer exceeding those listed in the terms of the competition.
