The main requirements for the project:
The implementation of the project involves two stages.
Stage 1 – development of basic engineering – implementation of this stage is planned for 2022.
Stage No. 2 – equipment manufacturing – implementation of this stage is planned starting from the first quarter of 2023.
The contract for the provision of basic engineering services and the supply of equipment must provide for the following conditions:
- the beginning of the execution by the parties of stage No. 2 is possible only after the supplier receives a written confirmation from the buyer about the continuation of the project after the completion of stage No. 1;
- the buyer, at his discretion, may postpone the execution of stage No. 2 or refuse to execute it.
- if, in case of postponement of the execution of stage No. 2, there have been significant changes in the cost of components and materials on the market that affect the final cost of equipment, the parties can agree on the new cost of equipment with the provision of documents confirming changes in the cost of manufacturing equipment.
- in case of refusal to perform stage No. 2 before the start of its implementation, the parties will not have property or financial claims against each other.
When submitting proposals, please observe the following rules:
The technical and commercial proposal must contain the following information:
I. Commercial part:
The first stage of the project (development of basic engineering)
• The cost of providing basic engineering services for the project;
• Terms of payment for the provision of basic engineering services subject to the following restrictions:
-- a bank guarantee must be provided for all advance payments provided for this stage of the project,
- the preferred payment terms for this stage of the project is 100% payment of the cost of services rendered after signing the Act of acceptance and transfer of documentation from the Contractor to the Customer;
• Deadlines for the execution of work on the project
• A completed table on the compliance of the provided volume of project documentation with the customer's requirements in the form of Appendix 3 in Word format.
The second stage of the project (production of equipment)
• The price of equipment on the terms of DDP destination station /warehouse of the consignee, taking into account the cost of providing services for the supervision of installation and NDP of equipment;
• Equipment delivery schedule;
• Payment terms for equipment subject to the following restrictions:
- a bank guarantee must be provided for all advance payments stipulated by the contract,
- the final payment in the amount of at least 10% of the cost of the equipment must be made after the signing of the Act on putting the equipment into operation;
- the proposed payment terms should take into account the practice of payment days in METALLOINVEST Group (making payments to counterparties once a week).
• Agreement with the stated basic requirements for the project.
• The validity period of the TAP (at least 2 months).
II. Technical part:
• Technical proposal. Composition and completeness of the main equipment;
• The composition of the spare parts for putting the equipment into operation (if required);
• The composition of spare parts required for the operation of equipment during the warranty period (if required);
• Mechanical warranty on the equipment from the moment the equipment is put into commercial operation;
• Availability of a TR CU certificate for the proposed equipment, or other document required by the customer for putting the equipment into operation;
• References of deliveries of the proposed or similar equipment over the past 10 years.
III. A completed table on the compliance of the proposed equipment with the requirements of the Terms of Reference in the form of Appendix 2 in Word format.

We also inform you that the selection of the winner according to the results of the competition is carried out according to the following criteria:
- positive technical conclusion of the customer based on the results of consideration of the applicant's technical proposal;
- cost of equipment;
- equipment delivery time;
- warranty obligations provided;
- timely delivery of goods and materials to the address of METALLOINVEST Group enterprises in previous periods (for suppliers who had contractual relations earlier).
The competition procedure may contain several stages at the discretion of the organizer.
